The systematic execution of the presidential “May” decrees

The Deputy Governor - Head of the Administrative office of the Administration of Smolensk region Lev Platonov chaired a joint meeting of the interdepartmental commission for the implementation of Decree of the RF President of 07.05.2012 №601 «On the main directions of improving governance", the commission for improving the quality of public and municipal services, and the Commission for the administrative reform in Smolensk region.

The meeting discussed the organization of providing public and municipal services on the "one window" principle, as well as the regional executive bodies and local authorities of municipalities placing information on monitoring the performance of the regulatory bodies and licensing activities in the "Management" State Automated System. In addition, they talked about the inter-agency cooperation in providing public and municipal services.

The Deputy Governor - Head of the Administrative office of the Administration of Smolensk region Lev Platonov chaired a joint meeting of the interdepartmental commission for the implementation of Decree of the RF President of 07.05.2012 №601 «On the main directions of improving governance", the commission for improving the quality of public and municipal services, and the Commission for the administrative reform in Smolensk region.

The meeting discussed the organization of providing public and municipal services on the "one window" principle, as well as the regional executive bodies and local authorities of municipalities placing information on monitoring the performance of the regulatory bodies and licensing activities in the "Management" State Automated System. In addition, they talked about the inter-agency cooperation in providing public and municipal services.

Today in Smolensk region there are 108 windows for the reception of applicants at the multipurpose centers, where 243 state, municipal and other services are provided on the basis of 38 agreements on cooperation with authorities at the federal, regional, municipal level and state budget foundations. Among them there are 86 kinds of public services provided by the regional executive authorities, 63 kinds of federal services, and 82 kind of municipal services.

The popularity of the multifunctional centers (MFC) with the population of the region is increasing: on the average, the offices of the MFC daily receive from 900 to 1.500 applicants.

To assess the quality of public services, SMS polls as the most objective way of obtaining information the emphasis will be mainly used. The main task of the "Your Control" system monitoring the quality of public services is to assess the effectiveness of the heads of the territorial bodies of federal executive authorities. At present 4,128 systems across the country, including all the MFC and structural divisions in the rural settlements located in Smolensk region are connected to the automated "Information-analytical system of monitoring the quality of public services".

As for the regulatory activities, the Russian Ministry of Economic Development is currently working on establishing inter-agency cooperation, including the one in electronic form while exercising the regulatory functions, as well as collecting information on the activities of the regulatory bodies in the "Management" state automated system.

In addition, the participants of the meeting discussed the implementation of the "road map" for the organization of providing state and municipal services on the "one window" principle in Smolensk region in 2014-2015. First of all, they talked about optimizing state and municipal services in the region. Thus, the unification of municipal services allows to simplify the process of their proving at the MFC, to establish interdepartmental cooperation and to transfer these services into electronic form and to ensure the organization of providing services in different real-life situations. Besides, the introduction of the extraterritoriality principle while providing services will ensure the organization of quality control when providing them.
