The Russian Ministry of Economic Development approved the application of the region for the financing the construction of two industrial parks

The Ministry of Economic Development of the Russian Federation supported the idea of constructing two state industrial parks in Smolensk and Safonovo. Acting Governor Alexey Ostrovskiy announced this news at the ceremony of honoring the high school graduates of the regional center.

 "A few days ago, the Ministry of Economic Development of the Russian Federation, the Government of the Russian Federation approved the application from the Administration of Smolensk region, formed after considerable organizational and preparatory work, which was done for about three years",- said the Head of the region.

On June 25 the Russian Ministry of Economic Development held a competition for the subjects of the Russian Federation to receive subsidies to the budgets for the capital construction of the infrastructure development facilities. Smolensk region became the winner of the competition for the construction of two state industrial parks: "Phoenix" and "Safonovo".

30 subjects of the Russian Federation submitted applications to participate in the competition for the infrastructure subsidies. 10 applications were rejected because of the incompliance with the competition requirements. 10 of the 20 approved applications were for continuation of the work on the projects already under way and were in priority, the other 10 were the new construction projects, which included the industrial parks of Smolensk region.

The volume of funds applied for by the regions amounted to more than 4 billion Rubles. The total amount of funds allocated to the regions by the Government of the Russian Federation in 2015 has amounted to 1.6 billion Rubles. Smolensk region will receive 200 million Rubles (it is 12.5% of this amount) in the first year of the construction work. The region is the second among the 20 regions to receive such a large amount of funds.

The launch of the industrial parks is expected to lead to creating about 3 thousand jobs by the residents (investors) of the park. The estimated tax revenues to the budgets of all levels amount to 10 billion Rubles.

The deadline of the project to build the industrial park "Phoenix" is 2015-2018: the infrastructure will be formed in 2015-17, and the residents will start operating in the park in 2016-18. Investments in the "Phoenix" park infrastructure at the expense of the federal and regional budgets will be about 520 million Rubles. Estimated tax revenues to the budgets of different levels amount to 4.5 billion Rubles.

The park can accommodate enterprises engaged in metal and wood processing, instrument, plastic products, furniture, food manufacturing, etc.

The project of the industrial park "Safonovo" will be realized in two stages. The first stage is the launch of the first part of the park on a plot of 58 hectares in 2015-2018. The amount of investments will amount to 874 million Rubles. The second stage is the launch of the second part of the park on a plot of 72 hectares in 2018-2021. The investments will amount to 545 million Rubles. The estimated tax revenues to the budgets of different levels from these projects amount to 5.5 billion Rubles.

The "Safonovo" Park is going to specialize in the manufacturing composite materials and their products. At the moment, 6 residents submitted the applications for operating in the industrial park.

It should be pointed out that the industrial parks have a number of competitive advantages. Thus, the residents will receive access to engineering infrastructure, free grid connection, tax incentives, etc.
