The Presidential “May” Decrees are being systematically implemented in Smolensk region

There was a meeting of the Interdepartmental Commission for the implementation of “May” Decrees of the President and organization of the independent quality assessment system of services provided by the organizations in the sphere of culture, healthcare, education and sports in the region.

The issue of implementing the Presidential  “May” Decrees was raised earlier at the meeting of the trilateral commission on the regulation of social and labor relations under the chairmanship of the Head of the region Alexey Ostrovskiy, during which the participants noted the positive dynamics of the performance indicators of "road maps". The Interdepartmental Commission considered these indicators in greater detail.

According to the heads of the regional authorities, the active efforts to achieve the targets of the regional "road maps" have ensured the implementation of the plan to increase salaries of certain categories of public sector employees. In particular, we are talking about a planned salary increase for teachers and lecturers of the institutions of general and additional education of children, teachers and trainers of vocational education, teaching staff of higher education institutions and educational, medical institutions or organizations providing social services to orphans and children without parental care.

For the most efficient expenditure of budgetary funds and the release of additional funds to increase salaries of certain categories of employees, the Education, Science and Youth Affairs Department is working to optimize the network and staff lists of educational institutions.

Monitoring data of the healthcare workers’ average monthly salary has shown that by the end of the 1st half-year 2015 the target indicators for all categories of healthcare workers are in compliance with those ones of this year’s "road map". There is also a salary increase in the social sphere.

Also, the meeting considered the procedure of organizing an independent quality assessment system of services provided by organizations in the social sphere. Independent quality assessment is a form of social control and carried out no more than once a year and at least once every three years. Its aim is to inform citizens of the quality of services provided by organizations, as well as improving the quality of their work.

The speakers reported on establishing and functioning of public councils under supervision of government authorities in such spheres as culture, healthcare, education and sports.
