Franz Klintsevich appointed a Senator from the Smolensk region Administration

The Decree of the Governor Alexey Ostrovskiy of 28 September appointed Franz Klintsevich a member of the Federation Council of the Federal Assembly of the Russian Federation - a representative of the Administration of Smolensk region.

The appointment has been made in accordance with Article 4 of Federal Law of 03.12.2012 №229-FZ "On the procedure of forming the Federation Council of the Federal Assembly of the Russian Federation". According to Article 7 of the same law, the powers of the current member of the Federation Council (the Administration of Smolensk region is represented by Anatoly Mishnev) are to be terminated on the date of this Decree coming into force.

The decree comes into force on September 29, 2015. The powers of a member of the Federation Council begin on the date when the Decree appointing this member comes into force.
