There will be a modern greenhouse complex in the region
Attracting investors to Smolensk region is one of the key objectives and priorities of the regional Administration and personally of the Governor Alexey Ostrovskiy. At present, 19 significant investment projects, funding for which will exceed 58 billion rubles, are being implemented in Smolensk region.
The implementation of another investment project - "Construction of the greenhouse complex for growing vegetables" LLC "Agrokombinat "Gagarinskiy” has begun in the Pokrov village of the Gagarin district. The total volume of investments will amount to 2.5 billion rubles. It is planned that the construction of the greenhouse complex, which will give the region at least 180 new jobs, will be completed in 2017. So far, the general contractor of the project has been chosen, and equipping the land plot with utilities is being carried out.
The greenhouse complex is designed for growing vegetables year-round in 8,143.85 tons of the protected ground. The investment project involves construction of a block of greenhouses with several rows of general area of 9.78 hectares with a built-in seedling department for year-round growing cucumbers, tomatoes, lettuce and greens. In addition, the infrastructure of the complex will include an administration building with a service area and a finished goods warehouse, a power plant with three boilers and five gas-piston machines of a container type, gas, electricity and water supply systems.
The Administration of Smolensk region provides significant support in the implementation of the investment project. In particular, the state support is performed through subsidizing the interest rate on the loan in the amount of the refinancing rate of the Central Bank of Russia, through full or partial reimbursement of costs incurred for the construction of external energy networks and infrastructure, through full or partial compensation of cost of seeds, fertilizers, plant protection products and agricultural equipment. Among the measures of the state support there are tax exemptions, subsidies for crop insurance, a state guarantee of the regional Administration for the construction in accordance with the requirements of the Budget Code of the Russian Federation to ensure the credit funds received from the commercial banks. By the way, at the beginning of October OJSC "Rosselkhozbank" decided to open a credit line for the investor.
The construction of another greenhouse complex in the region will ensure a year-round supply of fresh organic vegetables for the residents of Smolensk, which will contribute to the implementation of the import substitution policy. Application of modern technologies in the construction of the complex will increase the energy efficiency of production, while using innovations in growing vegetables in the protected ground will provide high quality of products.
Among the competitive advantages of the domestic products in comparison with foreign ones there are cheap energy resources, proximity to markets and better taste characteristics. The "paraffin" taste of imported vegetables is due to the peculiarities of the western breeding: in Europe they cultivate export varieties, improving mainly their technical characteristics - transportability, appearance, shelf life, and considering taste characteristics to a lesser extent. Moreover, in Russia there are strict rules for growing products, while foreign manufacturers use more pesticides to increase productivity and reduced costs.
