The capital repairs of apartment buildings are in progress

In accordance with the instructions of the Governor Alexey Ostrovskiy, the capital repairs of apartment buildings are in active progress, taking place in almost all cities and districts of Smolensk region. The residents of Smolensk are also taking an active part in this process.

Thus, now the acceptance of capital repairs of common property in apartment buildings is carried out by the regional operator – the Foundation of Capital Repairs of apartment buildings in Smolensk region with the support of the Administration of the region and the Construction and Housing Department, as well as with participation of the property owners and managing companies.

The short-term plan of the Regional program of capital repairs of the common property in apartment buildings, located on the territory of Smolensk region, which involves 60 apartment buildings to be repaired in 2014-2015, is being carried out.

So far, as part of this plan, the execution of which is due on December 31, 2015, the stipulated work has been done in 52 apartment buildings, 5 houses have been partially renovated, and 3 more houses, which are the monuments of architecture (2 of them are in Smolensk and 1 of them is in Yartsevo) are being repaired.

Also, the short-term program of capital repairs for 2015-2016, according to which it is planned to repair 265 apartment buildings, is being carried out on the territory of Smolensk region. So far, deficiency lists have been prepared for 125 houses, competitive procedures are being carried out for 21 houses. Since the beginning of this year, 102 contracts to perform capital repairs have been signed.

In fact, in June of this year, the amendments, under which the capital repairs carried out by contractors are now guaranteed for at least 5 years, were made to the Housing Code of the Russian Federation. Previously it was guaranteed for 3 years according to the guidelines of the State Corporation "Housing Reform Foundation". The new requirements are strictly met by the regional operator; since July it has concluded 67 contracts for which the warranty is 5 years.

The central issue is still the payment of fees for the capital repairs by the property owners. In the region ​​77% of funds is collected, which is higher than the national average. However, the regional operator started the legal procedure to recover through litigation debts and penalties for the improper performance of the obligation to pay such fees. As of October 1 this year, 179 applications for court orders and 21 legal claims have been filed to Smolensk courts. In their regard, 1 court judgment and 6 court orders to recover the debt have been made, and the rest of the filed applications are under consideration.

In the future, the regional operator intends to increase the number of trials not only in the capital of the region, but also around the entire region. Therefore, the defaulters should decide whether bringing the case to court is worth it.
