Another multifunctional center with "one window" service has been opened in Smolensk region

In Dorogobuzh there was an opening ceremony of the eighth in the region multifunctional center of state and municipal services for the population.

Multifunctional centers (MFC) are established in accordance with the MFC allocation scheme approved by the Governor Alexey Ostrovskiy in order to implement the provisions of the Presidential Decree "On the main directions of improving the system of governance".

In Dorogobuzh there was an opening ceremony of the eighth in the region multifunctional center of state and municipal services for the population.

Multifunctional centers (MFC) are established in accordance with the MFC allocation scheme approved by the Governor Alexey Ostrovskiy in order to implement the provisions of the Presidential Decree "On the main directions of improving the system of governance".

The opening ceremony of the Dorogobuzh branch of the MFC was attended by the Deputy Governor Nikolai Kuznetsov. On behalf of the Head of the region Alexey Ostrovskiy, he congratulated the local residents on the significant event, pointing out that the main purpose of the MFC network in Smolensk region is to increase the availability of public services for each resident of the region. The regional authorities plan to open 11 additional branches of multifunctional centers before the end of the year.

The Dorogobuzh MFC is designed to have 5 reception windows. There are currently 6 public services provided: 4 services of Rosreestr and 2 services of the Federal Migration Service. By the end of the year there will be 25 mandatory public services provided on the "one window" basis. The MFC is equipped according to modern requirements for providing public and municipal services. There is an information desk with the access to the on-line public services portal, as well as comfortable waiting area in the building.

In the future, the number of services provided will be expanded to 200, including services of Rosreestr, Federal Migration Service, Federal Tax Service, Pension Fund, regional executive bodies and local authorities. The multifunctional center will simplify the procedure of obtaining various certificates, social payments, documents, for example, receiving of subsidies. Through the MFC the citizens will be able to submit an application for registration as an individual entrepreneur, to apply for a replacement of the tax registration certificate in case of loss, as well as to register on the Unified on-line portal of public services to continue to use the mechanisms for obtaining public services in electronic form.

Today, there are MFCs in eight settlements: Smolensk, Roslavl, Gagarin, Safonovo, Vyazma, Desnogorsk, Glinka, Dorogobuzh. There are 93 windows serving applicants and 22 geographically separate structural units in the rural settlements. The "population coverage" indicator on the principle of "one window" is over 47%. The average time waiting in line at the MFC in the region is 13 minutes (basic criterion is 15 minutes).

As of October 1 of this year, the services of the multifunctional centers were used by over 150 thousand people, who were provided with more than 175 thousand state and municipal services.

The multifunctional centers provide the Smolensk residents with legal assistance in drafting contracts and legal advice.

In the administrative center of the region there is a mobile MFC office to provide services to limited mobility categories of applicants. This experience has been extended to the district centers of the region.

The call center informs citizens and organizations on the issues of state and municipal services (tel. 8-800-10-01-901). In 2015 the call center handled more than 55,000 calls. In order to reduce the waiting time in line at the MFCs there is an appointment service.

All the branches of the MFC are connected to the information-analytical system of monitoring the quality of public services (hereinafter - AIS MKGU).

The citizens have an opportunity to assess the effectiveness of the MFC work with the help of the "Your control" widget (the website address is vashkontrol.ru).

Also, the MFCs have signed 39 agreements on cooperation with public authorities, local governments, extra-budgetary funds and other organizations of the Smolensk region, involved in the provision of public and municipal services.

In order to optimize the provision of public and municipal services to the population, reducing the waiting time in line while applying through the multifunctional center the automated information system of the MFC is being developed the region.
