Alexey Ostrovskiy received citizens on their personal issues

The vice-governors, heads of the key departments and heads of the municipalities of the region participating in the meeting gave the necessary comments on each issue raised by the applicants.

A resident of Yelnya Olga Vasyutkina on behalf of the initiative group came to ask the Head of the region for help on the issue of gasification of the four houses on Melioratorov street.

In accordance with the federal law, gas supply to the population within the boundaries of an urban settlement is a sole responsibility of the municipality. This year the necessary design and estimate documentation (DED) has been developed and the state expertise of the project has been carried out at the expense of the settlement’s budget. However, due to the shortage of funds in the city budget the construction of the pipeline is not possible. Currently, the cost of construction and installation work is estimated at about 400 thousand rubles. The owners of the houses do not have such money. As the applicant explained to the Governor, among the residents of the houses there is a single mother with five children of the school age and people from socially vulnerable groups.

Unfortunately, in the framework of the existing gasification programs of Smolensk region it is not possible to build the abovementioned gas pipeline, because one of the key selection criteria in the relevant program is the presence of at least 15 houses on the street where the construction of the pipeline is planned.

Alexey Ostrovskiy instructed his deputies Yuri Puchkov and Igor Skobelev to find the sources of funding and to provide the budget of the municipality with a subsidy in the framework of the inter-budget relations as soon as possible.

A resident of the Zenkovo village of the Smolensk district Lyudmila Starovoitova came to see the Head of the region about the problem of lack of water supply in the winter.

The information profile says that in the village there is a well and a 862-meters-long water pipeline, previously owned by the "Kuprinsky" farm, which ceased to exist. On July 14, 2015 the Smolensk district court decided to entrust the Administration of the Smetanino rural settlement with the responsibility to accept as an asset the ownerless property: a well and a water pipeline the Zenkovo village. At the moment, the Administration of the rural settlement is dealing with the surveying of the land where there is a well and a water pipe. The next step is going to be the registration of these facilities as municipal property and the proper maintenance of the water supply system. In the meantime, people are having everyday problems. In December last year, during the site inspection it was found that there is water in the houses and collapsible water sleeve; however, with a minimum water consumption the collapsible sleeve gets frozen, which happened this year during the New Year holidays.The responsible officials misinformed the Vice-Governor Yuri Puchkov and the Head of the Smolensk district Olga Yazeva, saying that all the necessary measures had been taken, and the engineering and technical networks used in the water supply of the village, were functioning normally. However, according to Lyudmila Starovoitova, at the moment the water is still missing.

The Governor demanded from his subordinates to solve the problem as soon as possible. Furthermore, Alexey Ostrovskiy asked Lyudmila Starovoitova to call his office personally, if the problem is not solved.

Also, a resident of the regional center Alla Brueva came to the reception office of the Russian Federation President in Smolensk region. Her problem is the violation of the delivery terms of an apartment building in the Kiselyovka village of the Smolensk district by the developer LLC "Novoe prostranstvo". Alla Anatolievna is a participant of the shared construction scheme. The initial date of delivery was the second half of 2014. However, the developer repeatedly postponed the deadline for technical reasons. Currently, the construction works for the three houses have not been completed.

It should be noted that the CEO of the construction company LLC "Novoe prostranstvo" Andrey Lukyanov was present at the meeting with the Governor on his own initiative.

As the head of the construction company explained, the delivery of the two houses is planned for the beginning of the second quarter of 2016. The realistic deadline for the delivery of the third house is the first or second quarter of the next year.

The Governor received the other applicants. As a result of the reception of the citizens, Alexey Ostrovskiy gave necessary instructions to the officials, as well as set specific terms of execution and monitoring of the decisions taken.
