Alexey Ostrovskiy called for the Prosecutor's office to protect the interests of the Smolensk residents

The Governor Alexey Ostrovskiy, in his letter sent to the Prosecutor of Smolensk region Evgeny Polonsky, called for the protection of interests of the Smolensk residents who suffered as a result of the utility breakdown on the main networks of the Public Joint Stock Company "Kvadra".

The operation of  PJSC "Quadra" (public joint stock company) in Smolensk in the status of a single heat supply organization creates a growing social tension, serious risks to the health and lives of citizens, increase in  the number of technogeneous emergencies. In addition, the quality of services provided to population and companies does not meet the regulatory and contractual requirements.

As noted in the letter, the Administration of the region is indignant at the dependent position of the heat supply organization PJSC "Kvadra" (public joint stock company) and its unwillingness to be responsible for the breakdowns occurring on the main heating networks belonging to it.

The regional authorities drew attention of the supervisory authority to a real threat to the life and health of the Smolensk residents, which was caused by the breakdons on the main networks of  PJSC "Kvadra" (public joint stock company). Thus, 6 outpatient and 8 inpatient healthcare institutions, in which at the time of disconnection from the heat supply there were 1,771 patients, including 146 children, were in the area cut off from the heat supply. Among them there was Smolensk regional Clinical Hospital, Smolensk Regional Children's Hospital, Children's Clinical Hospital, Smolensk Regional Clinical Hospital for War Veterans and others. The disconnection from the heat supply of the Maternity Hospital on Kirov Street happened twice.

By the decision of the Administration of the region, the management team of the healthcare institutions worked non-stop, all the technical services of the medical institutions were on day and night duty. The necessary temperature in the wards was maintained by means of electric heaters considering the capacity of electric wiring of a particular institution. In addition, the incoming patients were redirected to the health institutions of Smolensk, which were not in the unheated area.

Moreover, the city's budget bears the financial loss associated with the involvement of additional equipment and human resources to staff the emergency crews. "Unfreezing" of a number of houses located in the area serviced by JSC "Zhilischnik"  was caused by the fact that it is often impossible to remove the coolant (this is typical for the houses with overhead potting), which ultimately leads to the flooding of housing facilities of the Smolensk residents.

The Administration of Smolensk can compensate the damage caused to the budget of the municipality only through the court orders, because PJSC "Kvadra" ignores invoices for the compensation of costs incurred by the city.
