The meeting of the members of Smolensk regional Administration

Alexey Ostrovskiy held the first in the new year working meeting of the members of Smolensk regional Administration.

The main issues on the agenda for the collective discussion were snow removal from the road networks of the regional center, the issues of inter-agency cooperation in the aftermath of the recent disaster in the Zadneprovskiy district of Smolensk on the main heating networks belonging to PJSC "Kvadra" (public joint stock company), the implementation of the President's instructions to ensure the availability of pre-school education children older than 3, as well as other issues.

The governor began the meeting with an unsatisfactory evaluation of the municipal services for removing snow from the city road networks.

The participants of the meeting discussed the inter-agency cooperation and the measures taken to assist the population, in particular the least socially protected categories of the Smolensk residents, who suffered as a result of the breakdown on the utility heating networks belonging to PJSC "Kvadra", which took place on January 6 on Frunze and Kutuzov streets. For your information, 89 housing facilities were in the area cut off from the hot water and heating supply.

Taking into consideration the frequency and extend of emergency situations, regularly occurring on the "Kvadra" networks, the Head of the region instructed to prepare a letter addressed to the Prime Minister Dmitry Medvedev with a request to assist the subjects of the Federation in terms of changing the approach and making system federal decisions, since the issue is extremely socially important, as many regions face a similar situation, and there are fears that with every passing year it will only become more serious with increasing the number of regions with negative dynamics, and finally will get out of control.

Alexey Ostrovskiy instructed to prepare a separate thematic meeting of the regional Administration members on the issues of tariffs regulation, fees for various types of state and municipal services, which the regional authorities are responsible for. The meeting will consider the possibility of a temporary "freeze" or reducing these payments in the interests of Smolensk residents and for the support their material well-being. The Head of the region set the task for the profile deputies to look into the issue of providing benefits to pay for the capital repairs for the certain categories of vulnerable Smolensk residents.

Also, during the meeting Alexey Ostrovskiy set goals for his deputies and the executive authorities supervised by them to intensify the work with municipalities, providing them with practical and methodological assistance. At the same time, the Governor noted that the frequency of his visits to municipalities will not decrease.

Alexey Ostrovskiy stressed that one of the key tasks for the regional government in the past year was the implementation of orders of the President to ensure the availability of pre-school education for the children aged over 3 years. For the first time in many years 11 kindergartens were being constructed in the region at the same time. As of January 1, 2016, the joint work allowed to close the issue with the queue for the place in the pre-school institutions for the children aged 3 to 7.
