The Governor Alexey Ostrovskiy chaired a regular meeting of the Antiterrorist Commission in Smolensk region, which comprehensively discussed antiterrorist security and prevention of spreading terrorist ideology in the region.

Following the discussion of the antiterrorist activities against members of international terrorist organizations, the Antiterrorist Commissions of the municipalities and city districts and a number of regional authorities were instructed to intensify the preparation and implementation of the range of information measures. They should be focused on discrediting the activities of international terrorist and extremist organizations, first of all, of those engaging the Smolensk residents in illegal activities, as well as on raising the awareness of citizens through the explanation of personal safety measures and actions in case of emergencies.

Taking into consideration the status of Smolensk region as a border one, an important issue for the discussion was the implementation of measures for the regulation of migration flows and organization of preventive work among the migrants. In general, the migration situation in the region is characterized as stable and under control. This is largely due to the systematic cultural and educational work of the regional and federal executive authorities, local governments, academic community, national organizations, diasporas and local communities which is aimed at harmonizing and strengthening international cooperation, developing mutual respect and tolerance with the younger generation. Moreover, the work of the Public Advisory Council at the Regional Directorate of the Federal Migration Service of Russia, which within the framework of the state national policy effectively facilitates working out the optimal solutions for promotion of adaptation and integration of migrants.

The Commission paid great attention to the issue of meeting the requirements of antiterrorist protection of places of mass gathering of people, as well as facilities and areas subject to mandatory police protection.

In addition, by August 1, 2016 all the responsible departments and agencies are to meet the mandatory requirements for antiterrorist protection of places of mass gathering of people, equipping them with systems of video surveillance, lighting, warning and evacuation, as well as with other engineering and technical means in accordance with the established categories.
