Sitting of the organizational committee - 1150
The results of the preparation to the jubilee of the regional centre in 2010 and prospects in 2011 were discussed at the 5th sitting of the regional organizational committee of preparation and celebration of the 1150th anniversary of Smolensk.
«Being a coeval of the Russian commonwealth the ancient Smolensk will celebrate its jubilee in less than 3 years. The celebration of this event will become a huge national and international, spiritual and political event», - said Governor Sergey Antufiev opening the sitting.
During the opening speech the Head of the region told about new system of realization of the Governmental Plan of arrangements. For coordination work on the regional level they formed the Head Department of preparation to the 1150th anniversary of Smolensk. Every week there are organized sittings of the working group under the guidance of chief deputy Governor Aleksandr Logutov. All current problems on preparation to the jubilee are discussed there. Planning and operational meetings with Heads of the responsible executives and contract organizations take place at each project. Each object is fixed with members of the Administration of the Smolensk region.
Before the beginning of the discussion of the agenda Sergey Antufiev showed to the present the official site of the jubilee of the regional centre. «The site was created in accordance with the worked out symbolics of the celebration and brand of the region. This informational portal will become the main net resource that introduces to the internet audience with the course of the preparation to the jubilee, history of the regional centre, cities of the region, sights of the Smolensk land and actual news. After the jubilee arrangements of 2013 the site will go on working and become the main tourist and informational resource of the Smolensk region», - said the Governor.
With the main report about the realization of the basic arrangements connected with the preparation and realization of the jubilee events chief deputy Governor Aleksandr Logutov made a speech at the sitting of the organizational committee.
«This year the activity of the executives and local authorities switched from the organizational problems to active work. Even today we can say that the realization of the Plan of main arrangements confirmed by the Government of the Russian Federation became a great impulse in the development of the Smolensk region», - emphasized first vice-government at the beginning of the speech.
Last year having the limit of 2 billion 656 million rubles the fulfillment of the plan exceeded 1 billion 504 million rubles and that is almost 57%. In which connection while in the first quarter the level of the developing was 0% in the second quarter it was 3,4% of the total amount. In the third and forth quarters it had positive dynamics. It is 22,5% and 30,7% accordingly.
There were declared all planned in 2010 competitive procedures for 3 billion 653 million rubles. According to the complete auction there were made contracts including long-term ones for 2 billion 558 million rubles. Last year there were announced competitive procedures of 31 objects for realization of the works that were supposed to be realized in 2011.
All work of the Administration of the Smolensk region and the city of Smolensk is under the leadership of the Government of Russia. They founded a control and revision commission at the federal organizational committee. The main function of it is to hold sittings with reports of officials that are responsible for the realization of the Plan of the main arrangements with working out of concrete offers to make answer in case of undue fulfillment every quarter.
In 2011 according to the Plan of the main arrangements it is essential to develop 5 billion 386 million rubles and fill up the delay of 1 billion 152 million rubles last year.
Also Aleksandr Logutov offered the regional organizational committee to discuss the possibility of changes in the instruction of the Government about use of non-budget resources. Unfortunately in 2010 the investors demonstrated poor activity about the objects of celebration. That disputed the realization of the jubilee plan on the whole.
«Today we should frankly say that during the preparation for the Plan of the main arrangements we were not forced to invest non-budget means. In case we managed to include them that is a good result, if not it’s bad but not critical. We wrote down these numbers without taking into account where to get them. We shouldn’t have included them in the program», - Sergey Antufievcommented on the initiative of chief Vice-Governor.
The members of the regional organizational committee agreed on the introduced modifications. Also the regional organizational committee charged all officials that are responsible for fulfillment of the Plan of the main arrangements to realize the financial quantity of the celebration and efficient solution of the organizational problems and continuous production of building and construction works.
