The Deputy Governor Yuri Puchkov chaired a meeting of the Coordinating Council of the Administration of the Smolensk region on the management of apartment buildings in the region.

In his opening speech, the Vice-Governor noted that the issues on the agenda have resulted from the changes in federal housing legislation regarding the list of housing and utility services and fee calculation for collection and disposal of solid waste.

The Council also considered concluding energy supply agreements to provide utility services to consumers in the apartment buildings located on the territory of the region. Taking into consideration the social importance of the problem and to prevent violations of the rights of citizens when calculating the fees for utility services, including those for the buildings in general, Governor Alexey Ostrovskiy took the situation under his personal control.

According to Paul Babyuk, the Code of Administrative Offenses determines a new measure of responsibility for violating licensing requirements. Previously, the penalties for a legal entity were 40-50 thousand rubles, now they are 150-250 thousand rubles. Violation of apartment buildings management through violation of licensing requirements stipulates a fine in the amount of 250-300 thousand rubles.

In 2015, more than 7,000 complaints from the citizens, regarding the unsatisfactory work of managing companies were considered, more than 2,000 inspections were carried out, fines for the amount of 3.7 million rubles were collected. As of June 1, the accrued fines already amount to more than 7 million rubles.
