In order to inform the population on the activities of the executive branch, which are implemented on the instructions of the Governor Alexey Ostrovskiy, the head of the Information Technology Department Andrei Rudometkin held a briefing for the mass media representatives.
The Internet
In accordance with the federal law "On Telecommunications" and on the instructions of the Governor Alexey Ostrovskiy, a project to provide access to the information and telecommunication network "Internet" has been carried out on the territory of Smolensk region. To do it, 117 hotspots in settlements with a population of 250-500 people have been opened; more than 1,500 kilometers of fiber-optic communication lines have been built. These measures guaranteed modern communication services for more than 100 settlements, which previously did not have access to the Internet. 68 agencies of local self-government, 72 educational institutions, 24 libraries have received an opportunity to access high-speed communication channels in rural areas
TV broadcasting
According to the Federal Program "Development of TV and radio broadcasting in the Russian Federation for 2009-2018", it is planned to complete the transition from analog broadcasting to digital one. 51 facilities of digital terrestrial television have been installed in the region. They are all working in a test mode.
Currently, the coverage area of digital broadcasting is 98.8% of population.
To ensure regional injections in the TV programs signal generating channels using the network of digital radio-relay links are being built.
MFC
On the instructions of Alexey Ostrovskiy, the regional Administration together with the relevant department carried out serious work to complete the creation of multifunctional centers network providing public and municipal services. One of the main tasks of "May decrees" of the President to ensure the population access to services on the principle of "one window" with population coverage of at least 90% have been completed. In Smolensk region population coverage reached 98.5%, higher than the national average, which is 95.5%.
Today, in the region you can get 231 kinds of public and municipal services. There are 102 facilities to get them. Thus, there is a center of state and municipal services "My Documents" operating in every district. As Andrei Rudometkin stressed, the name “My Documents” is the official name for the MFC offices.
Their importance and demand for them with Smolensk region residents are obvious through the figures - only in the first half of this year more than 197,000 services were provided in these centers.
The working hours of the centers can be found on the website of the Smolensk MFC (мфц67.рф), where all the contact information is posted. In addition, there are favorable visiting hours indicated. The appointment service is very popular among visitors - it is possible to use it calling the hotline: 8-800-100-19-01.
Electronic services
In order to improve accessibility of services to citizens electronically the registration procedure on the unified portal of public and municipal services (EPGU) has been simplified. To do it Citizen Service Centers have been opened on the basis of the "My Documents" offices, where you can get an account at the portal of public services: applicants have to just provide their passport details, and then identity of a new user will be proved in the "online" mode.
At EGPU without long queues citizens can remotely fill in applications, pay legal costs, fines and fees, submit applications for a foreign travel passport or, for example, get information about the status of individual personal account in the Pension Fund.
The applicants get the access to the portal of public services through the unified system of identification and authentication (ESIA). As of July 1 this year, about 130 thousand of the Smolensk residents, which is 15% of the population, were registered in the ESIA. Since January this year an average of more than 6 thousand people register in the system monthly.
Since the beginning of the year, the Regional Portal of state and municipal services at: pgu.admin-smolensk.ru has been working in the test mode. Through this portal without leaving the house the applicants can, for example, make an appointment to see a doctor.
GLONASS
Also during the briefing, the issue of the target program "The introduction of satellite navigation technologies with the use of the GLONASS system in the interests of social and economic development" was discussed. According to Andrei Rudometkin, all the school buses, ambulances, vehicles of fire-rescue center and of housing and utilities organizations, cars transporting special and dangerous goods on the territory of Smolensk region are connected to this system, which also allows to schedule the work of municipal and private passenger transport.
In addition, the Head of the Department pointed out that under the program a pilot project for monitoring of agricultural land and agro-industrial facilities, using survey data from unmanned aerial vehicles and satellite images of ultrahigh resolution was carried out. It made it possible to create electronic maps and database of agricultural land.
