THE EXPOSITION OF THE SMOLENSK REGION AT THE EXHIBITION ‘DEVELOPMENT OF CENTRAL RUSSIA’

The first working day of the Interregional Conference of the regional branches of the party ‘Yedinaya Rossiya’ (‘United Russia’) ‘The strategy of the social and economic development of Central Russia up to 2020. The program for 2011-1012’ has been summed up. The conference is being held in Bryansk on the 3^rd – 4^th of March.

Over one thousand and five hundred people are taking part in the arrangements. The delegation of the Smolensk region led by Governor Sergey Antufiev is among them. It includes Deputy Governors Alexander Dolgov and Aleksey Vorobiev, Secretary of the regional Politcouncil of the department of the party ‘Yedinaya Rossiya’ (‘United Russia’) Andrei Shmatkov, representatives of the executive and legislative authorities, business, pedagogical and medical community, and journalists of the regional mass media.

A mediaforum took place on the first day of the Conference already. Within the work of three sections the leaders of the party ‘Yedinaya Rossiya’ (‘United Russia’), federal experts and representatives of the regional and municipal periodical press discussed the prospects for privatization of the state and municipal mass media, the priority projects of the party in the Central federal district, and the development of the Internet-technologies.

There were also sittings of the subject sections ‘Innovation productions’, ‘Agroindustrial complex’, ‘Infrastructure’, ‘Construction’, ‘Education’, ‘Public health’, ‘Culture and sport’, where the delegates discussed questions concerning modernization and development of these directions so important in the life of any region. The participants voted for 200 projects at the seven sections. In future they plan to support the winners.

The project of the Smolensk region ‘Construction of a modern high-tech hothouse complex for flower and vegetable industry’ won at the section ‘Agroindustrial complex’. Head of the Central Election Committee of the party ‘Yedinaya Rossiya’ (‘United Russia’) Andrei Vorobiev commented on the first day:‘Each project that was defended at the sections today is entitled to federal and regional support, as well as supplementary funding sources from various funds’.

The conferences that were held in other federal districts prove that a project which is considered to be relevant is fulfilled enjoying support. The peculiarity of the projects discussed at the conference in the Central federal district is great competitiveness. They are directed not only at the government order but first of all at the market – internal or external. The leaders of the party said that the projects that had been chosen on the first day would have to be defended at the exhibition of the plenary session that was to take place on the 4^th of March. At the end of the conference by March 15 they would have analyzed the projects and fix the support mechanisms on the level of the regional and federal budgets, funds and other sources.

The second day of the conference began with a display of priority innovation projects of Central Russia. The industrial and innovation complex on the basis of the public corporation ‘Safonovo electric machine plant’, the modern high-tech hothouse complex for flower and vegetable industry in the village of Plescheevo in the Safonovo region, the international multimodal industrial and logistic terminal ‘Smolensk’, and the project of reconstruction and enlargement of the public corporation ‘Igorevskiy woodworking industrial complex’ were represented at the stands of the Smolensk region.

Chairman of the State Duma Boris Gryzlov, Vice-chairman of the Federation Council Svetlana Orlova and Deputy Plenipotentiary of the President of the Russian Federation in the Central federal district Anton Fedorov got acquainted with the innovations offered by Smolensk citizens.

Sergey Antufiev marked during his interview with the journalists:‘Today’s exhibition of projects showed the potential of the constituent territories and we are pleased to have attracted attention to the Smolensk region. According to my colleagues, a hybrid tractor is an attractive investment project having no analogues either in Russia or the world. The fact that we are going to fulfil it arouses pride. Nowadays, the investment attraction of the regions is supplemented with the realization of the party projects in the Central federal district. It is especially noticeable in the social sphere. When we pay attention to the construction of sports buildings, we see that they were built with the assistance of the party ‘Yedinaya Rossiya’ (‘United Russia’) as well. This year they begin the construction of sports objects in Khislavichi and Novodugino enjoying the support of the party’.

After the exhibition the delegation of the Smolensk region participated in the plenary session of the Interregional conference held by Head of Russian Government Vladimir Putin.
