Smolensk region significantly improved its rating in development of public-private partnership

According to the results of 2016, Smolensk region improved its position by 22 points in the rating of the regions for the level of public-private partnership development, taking the 32nd place. This was announced in Moscow during the IV Infrastructure Congress "Russian Week of Public-Private Partnership".

The PPP (public-private partnership) development rating has been formed since 2013 by the Public-Private Partnership Development Center and includes three blocks of indicators: the experience in implementing projects in this area, the development level of the institutional environment and regulatory and legal framework of the region.

This result was made possible largely due to the task set by Governor Alexey Ostrovskiy to implement the concession projects in the field of housing and utilities, healthcare, solid municipal waste management, as well as energy service contracts in Dorogobuzh and Sychevka districts. These projects were noted at the Russian Investment Forum in Sochi and included in the consolidated register of the best practices drawn up by the working group of the Strategic Initiatives Agency and the Construction, Housing and Utilities Ministry of the Russian Federation. After the presentation at the Russian Investment Forum, all the projects will be available on the online platform of the Strategic Initiatives Agency "Store of Right Solutions" in a ready-to-implement format. The experience of Smolensk municipalities will be further used to create an industrial model "Housing, Utilities and Urban Environment" and recommended for replication by other regions.
