Positive experience of Smolensk region will be used in Pskov

The Smolensk project on modernizing street lighting in the urban districts based on the energy service contract, which was successfully implemented in Sychyovka district, was shortlisted as the priority project in Pskov region.

Earlier, Smolensk projects in the field of public-private partnerships were included in the consolidated register of best practices, drawn up by the working group of the Strategic Initiatives Agency and the Construction, Utility and Housing Ministry of the Russian Federation to develop and replicate in the regions an industry model for creating a comfortable urban environment and renewal of communal infrastructure.

In addition to the project on modernizing street lighting based on the energy service contract in Sychevka, the federal "Store of Right Solutions" of the Strategic Initiatives Agency also includes projects to save energy and improve the energy efficiency of the thermal energy used by the Dorogobuzh social facilities, as well as to build boiler houses using biofuel in Ugra district.

The "Store of Right Solutions" is an online platform where the best practices of providing public services to citizens are collected. For the first time this development of the Strategic Initiatives Agency was presented at the Russian Investment Forum in Sochi this February. All the projects included in it are fully ready to be implemented and contain a description of their implementation in the region, a legal justification, an organizational and business model, a typical “roadmap”, as well as contacts details responsible persons and experts.

Thus, the Russian regions can choose on-line the practices they need in the completed form and with a full set of guidelines. In addition, the "Store of Right Solutions" provides an opportunity to assess the resources required for the implementation of the project and to predict the effect of its implementation.

It should be reminded that, according to the results of the last year, Smolensk region went up in the rank of regions by the level of public-private partnership development by 22 points at once, and was placed 32nd. This result was made possible largely due to the concession projects implemented on the task of Governor Alexey Ostrovskiy in the field of housing and utility services, health care, solid waste municipal management, and energy service contracts in Dorogobuzh and Sychevska districts.
