Sitting of the Council of development of information-oriented society

At the sitting of the Governor Council of development of information-oriented society that took place under the chairmanship of deputy Governor, chief of the Administration Olga Okuneva on April 20 there were discussed problems of introduction of universal electronic cards and system of interdepartmental electronic coordination (SIEC) for state and municipal service.

According to the federal statute of  July 27, 2010 № 210-FS «Statute of organization of state and municipal service» within the period from  January 1, 2012 to December 31, 2013 all citizenry are getting universal electronic cards. Those who don’t hand in either an application and refusal until January 1, 2014 will get universal electronic cards anyway. The card is free. It is given by an authorized organization of a federal subject of RF.

According to Deputy Governor – Head of the Department of information technologies, communication and electronic service Petr Lopashinov a universal electronic card can be used for identification of a citizen who can have access to state and municipal services. It also operates as a payment card. The most important services in the sphere of public health are: remote appointment with a doctor, renewal of policy of compulsory health insurance, getting accrued pension, information of a bank account, application to the universities, student card, using bank infrastructure, tax payment, registration, getting passport and so on.

First Deputy chief of the Department of information technologies, communication and electronic service Irina Makarenkova told about the introduction of  a system of interdepartmental electronic coordination in our region. The aim of the system is to provide interdepartmental information cooperation for state and municipal electronic services. So, from  July 1, 2011 agencies that provide state and municipal services can’t inquire about the documents that other agencies already have. The introduction of the system of interdepartmental electronic coordination will give agencies an opportunity to get such documents from each other. That will save time that a citizen or juristic person wastes on collecting  additional references that are not related to the main object of the inquiry.

Also the members of the Council confirmed the new variant of the Plan of development of information- oriented society and creating an electronic government in the Smolensk region.
