A meeting of the Council for Economy and Investment under the Administration of Smolensk region

Governor Alexey Ostrovskiy chaired a meeting of the Council for Economy and Investment under the Administration of Smolensk region. It focused on the interim results of implementing the Decree of the President of the Russian Federation "On the main directions of state policy for the Development of Competition" in the region.

According to Alexey Ostrovskiy, since 2015, to create favorable conditions for investment and business activity in Smolensk region, a set of measures have been implemented as part of introducing the Standard for the Development of Competition in the Subjects of the Russian Federation: "These measures have been implemented not only at the regional level but also in every municipality. It has greatly contributed to the fact that over the past four years the necessary conditions for healthy and fair competition have been created on the territory of our region. Let me remind you that Smolensk region ranks top in the list of the heads of regions in terms of promoting competition and demonstrates a positive trend: according to the results for 2016, we ranked 15 among all the subjects of the Federation, 5 points higher than the previous year."

The Governor also added that at the end of December last year, the President of Russia signed the relevant Decree, in which the promotion of competition was identified as a priority in the work of government agencies. "As part of implementing this decree, as well as the President's tasks given on the results of the State Council meeting, our region has begun to implement the tasks set by the Head of state and the provisions of the National Plan for the Development of Competition for 2018-2020. So today, we have gathered for this extended meeting to discuss the main directions of the work of the Administration of the region, to determine the benchmarks for the coming years," said Alexey Ostrovskiy.

Andrei Tsyganov, Deputy Head of the Federal Antimonopoly Service (FAS), who took part in the meeting, spoke about the goals and objectives of the state policy on the development of competition in the country. According to him, today these issues should be dealt with not only by the FAS Russia in its territorial departments, but in general, by the whole system of state government and local self-government agencies. "All of us must take the necessary measures to be able to solve the most important social and economic tasks, which are indicated in the corresponding "May" Decree of the President of the Russian Federation, with the help of such tool as the development of competition," said Andrei Tsyganov. He explained that the development of competition not only contributes to the growth of production efficiency, but also improves the quality and range of products.

Also, at the meeting, the Agreement on Cooperation between the Federal Antimonopoly Service and the Administration of Smolensk region was signed, which regulates interaction of the parties in the implementation of measures aimed at active promotion of competition in the region. The document was signed by Governor Alexey Ostrovski and Deputy Head of the Federal Anti-Monopoly Service Andrei Tsyganov.
