Governor Alexey Ostrovskiy held a working meeting in Moscow with Svetlana Chupsheva, Director General of the Agency for Strategic Initiatives (ASI) to Promote New Projects.

Governor Alexey Ostrovskiy held a working meeting in Moscow with Svetlana Chupsheva, Director General of the Agency for Strategic Initiatives (ASI) to Promote New Projects.

 

During the meeting, the parties discussed existing practices to improve the regional investment climate, identified further ways of cooperation, and also considered the possibility of creating a “Boiling Point” in Smolensk region.

At the meeting, it was pointed out that the position of Smolensk region in the National Rating of the state of the investment climate has improved greatly due to the systematical interaction of the Administration of the region with representatives of business community at various levels, as well as due to the use of the Agency’s guidelines.

At the end of 2018, Smolensk region became one of the leaders in the area of “Support for small business” along with Moscow, Tula and Tyumen regions, and the Khabarovsk Territory. In addition, Smolensk region retained its 31st position in the National Rating of the state of the investment climate, confirming the result achieved in 2016.

Describing the relations with ASI, Aleksey Ostrovskiy said: “We are grateful to ASI and personally to Svetlana Vitalyevna Chupsheva, the head of the Agency, for the guidelines that ASI formulates and provides to the regional authorities to implement. Thanks to this, we have managed to show the best dynamics of investment attractiveness in the framework of the National Rating: we have moved from the 80th to the 31st position and have been holding this position for two years in a row”.

According to Alexey Ostrovskiy, the support of the ASI also helps the Russian subjects to implement large-scale investment projects and to interact with ministries and departments effectively.

Another issues discussed at the meeting was opening a “Boiling Point” group work space in Smolensk Region.

A “Boiling Point” is a discussion platform where representatives of education, science, and business sectors interact. The key goal of the project is to create opportunities for scientists, government officials, entrepreneurs, members of public organizations and professional communities, students, young professionals to share experience and results of their activities, as well as to design new models of regional development in various areas. Seminars, workshops, conferences, trainings, competitions, “round table” discussions and other activities can be held at this platform.

Alexey Ostrovskiy declared the region’s readiness to open such a platform: “We will open it [the “Boiling Point”] at the Smolensk State University. The premises of 500 square meters have been already chosen."

It is planned that the group work space will be opened in Smolensk before the end of this year.

During the working meeting, the parties agreed that in May the Smolensk delegation would visit a similar platform in Moscow in order to study the principles of its work and the experience to use them when creating a “Boiling Point” in Smolensk region.

“Boiling points” have been created with the support of the Autonomous Non-Profit Organization “Platforms of NTI (National Technological Initiative)” on the task of the Agency for Strategic Initiatives within the framework of the National Technological Initiative since 2014.

Currently, the Boiling Points operate in Moscow, St. Petersburg, Ivanovo, Petrozavodsk, Novosibirsk, Vladivostok, Khabarovsk, Tomsk, Ulyanovsk, Chelyabinsk, Obninsk, Lipetsk, Irkutsk, Kaluga, Yakutsk, Yoshkar-Ola, Belgorod, Yekaterinburg, Chita, Veliky Novgorod, Tyumen, Grozny and Blagoveshchensk. The "Boiling Point" in Smolensk will be the 25th platform under this project.
