A new investment breakthrough of Smolensk region

The high results of Smolensk region, which were announced today at the St. Petersburg Economic Forum of the National Rating of the Investment Climate in the Regions, proved positive assessment of Governor Alexey Ostrovskiy’s activities on creating a favorable investment climate, developing small and medium-sized enterprises (SMEs) and increasing the activity of business community, recently given by senior federal executives such as Anton Siluanov, First Deputy Prime Minister of the Russian Government - Finance Minister, Svetlana Chupsheva, the head of the Agency for Strategic Initiatives and Alexander Braverman, Director General of the Federal Corporation for SMEs.

The high results of Smolensk region, which were announced today at the St. Petersburg Economic Forum of the National Rating of the Investment Climate in the Regions, proved positive assessment of Governor Alexey Ostrovskiy’s activities on creating a favorable investment climate, developing small and medium-sized enterprises (SMEs) and increasing the activity of business community, recently given by senior federal executives such as Anton Siluanov, First Deputy Prime Minister of the Russian Government - Finance Minister, Svetlana Chupsheva, the head of the Agency for Strategic Initiatives and Alexander Braverman, Director General of the Federal Corporation for SMEs.

Smolensk region have ranked the twentieth in the integral National Rating, having risen by eleven points compared to this indicator a year ago, and have entered the list the top twenty regions.

Such a breakthrough was made possible largely due to the systematic work organized and performed through the efforts of Alexey Ostrovskiy. In fact, he not only actively interacts with territorial federal and regional authorities, local self-government leaders, who are responsible for the issues of improving the business environment in the region, but is also in constant personal contact online with potential economic partners, and has given them his mobile number so that they can quickly, without bureaucratic delays, solve problems while implementing business projects and avoid corruption risks.

Alexey Ostrovskiy’s personal control over the implementation of the economic policy in the municipalities has significantly revived investment activity in the regions, which led to significant increase of the extrabudgetary funds influx allowing to successfully carry out large-scale projects in various fields: industrial, agricultural, logistics, etc.

Investments coming into the economy of the region allow not only to preserve existing jobs, but also to provide thousands of new ones. In its turn, the tax base is increasing, as well as the amount of money allocated from the budget, first of all, to the implementation of the May decrees and strategic initiatives of the President of Russia.

“The President of our country, Vladimir Vladimirovich Putin, set the task for the leaders of the regions not only to work stably, but to make breakthroughs that will really provide an improvement in the quality of life of the citizens. This task is extremely difficult, but we are systematically and methodically moving towards its carrying out,” said Alexey Ostrovskiy, commenting on the results of the National Rating of the Investment Climate in the Regions.

According to the Governor, while supporting business activity in Smolensk region, the regional authorities are steadily developing the infrastructure of the municipal territories, preserving and creating jobs, and increasing budget revenues, which are allocated to implement national projects initiated by the Head of State to fully solve pressing problems Smolensk region residents face by fulfilling all social obligations to them.

“We are systematically introducing a model of interaction between authorities and business community, the priorities of which are maximum openness, respect and mutual responsibility. We pay primary attention to simplifying business procedures and reducing the administrative burden by reforming control and supervision activities. The result is obvious: today Smolensk region is among the leading regions regarding its favorable investment climate,” said the Governor pointing out that the region took a high place in the National Rating through a lot of painstaking work of the Regional Administration and municipal authorities to carry out the instructions that the Head of the region gave several years ago in order for the region to move dynamically to the top of the rating and, as a result, the quality of life of people changed through the creation of new enterprises and an increase of income. But one shouldn’t stop here.

“We all have a lot more work to do,” concluded Alexey Ostrovskiy.
