E-government – digital format equality

A seminar «E-government in Smolensk region. Implementation in 2010-2011» for the Central federal okrug was conducted in a big hall of the region Administration. Such methodical seminars are hold under the auspices of the information society development Commission at the authorized representative of the President of the RF in the Central federal okrug.

It is not for nothing one of the first seminars was held in Smolensk. As our region has a good reputation in the field of modern information technologies adoption in management, economics and social sphere. Now all efforts are applied to the organization of the process for providing state and municipal e-services to citizens and organizations. Since the 1-st of July 2012 state establishments and organizations can’t demand certificates and documents from the citizens if they have them. The seminar was devoted to the issues of the e-communication developing between authorities and people.

«We have made the Internet platform of state services where we implement e-services and develop communications between establishments. Four e-services are have already implemented, it is planned to implement more than thirty by the end of the year. In Roslavl a multifunctional centre of state services is opened. In December such centers will be opened in Gagarin, Vyazma and Safonovo»,– has pointed out Sergey Antufiev.

However there are a lot of problems on this way. Nowadays the regions are in a «digital nonequality», but the developing all-Russian e-system means the uniformity both on the level of the regions and different federal establishments. It is not easy to unite all of them in a «digital format», herewith to safe private information from unauthorized invasions. The participants of the event paid their attention to the necessity of the telecommunication infrastructure development, liquidation of computer illiteracy. In the future due to the well-developed system any man irrespectively of age, place of residence and social status should be provided by e-services.
