Procedure of giving government and municipal services for the public is simplified, effecting July 1

Governor Alexey Ostrovsky took part in a conference call on the readiness of Russian Federation executive bodies and local governments to fulfill paragraph 2 of part 1 of article 7 of the Federal act “On the procedure of giving government and public services” chaired by Deputy Head of government of Russia, Head of Russian government office Vladislav Surkov.

To implement the act, the Government of Russian Federation challenged the federal subjects to complete the organization of communication between institutions and levels of authority when giving state and municipal services by July 1.

Governor Alexey Ostrovsky took part in a conference call on the readiness of Russian Federation executive bodies and local governments to fulfill paragraph 2 of part 1 of article 7 of the Federal act “On the procedure of giving government and public services” chaired by Deputy Head of government of Russia, Head of Russian government office Vladislav Surkov.

To implement the act, the Government of Russian Federation challenged the federal subjects to complete the organization of communication between institutions and levels of authority when giving state and municipal services by July 1.

From that moment on, when a citizen or company requests a service, there’s no need to present a document if it’s already listed in state or local government bodies’, territorial state non-budget funds’ or their subordinate organizations’ databases.

Now the organization that provides the service makes an inquiry about the document, and does it without extending the period of waiting for the service to be provided. Also, the period during which the reply is to be prepared and submitted can’t exceed five business days from the day the inter-departamental request came through.

Smolensk region has an approved list of services that include the need for inter-departamental and and inter-level communication provided by the region’s executive bodies; local governments established similar lists of municipal services and created implementation sheets.

All municipal units, towns and villages were provided with dedicated communication lines and a security system to protect them.

As of today, the executive bodies and local authorities are fully ready to start inter-departamental document exchange in Smolensk region. Among the Russian Federation subjects Smolensk region is rated №31-32 in the electronic data exchange readiness rating.
