Today at meeting of Duma of Smolensk region was enacted budget for the year 2013 and the planning period of 2014 and 2015 introduced by Governor Aleksey Ostrovskiy.

Total revenue of the regional budget in the next year will be in the amount of 27 billion 988 million rubles, the cost is 31 billion 463 million rubles. Deficiency determined in the amount of 3 billion 475 million rubles. More than two-thirds of the budget expenditures for 2013 are socially oriented. The main sources of income are income tax (almost 8 billion), the income tax of individuals (about 7 billion). During the execution of the budget there is a possibility of exceeding the targets by introducing additional sources that can be devoted to the expenditure side.

In the coming year for construction and maintenance of roads will be spent 4.2 billion rubles. For comparison in 2011 these needs were allocated 1.4 billion rubles. For the realization of long-term regional target programs in the agricultural sector in 2013 will be directed over 921 million rubles.

Need to implement the President's decree require the addition of nearly 1.5 billion to increase the wages of state employees. Stuffy rate index is 13-20 per cent. To ensure adequate nutrition of pregnant women will be allocated about 100 million rubles. For this purpose in 2013 will be allocated more than 37 million rubles from regional budget. Saved intergovernmental transfers to municipalities for hot meals for school children, the purchase of school buses, land use planning, the provision of Internet access, waste disposal, help in the provision of safe drinking water and so on.

For construction work in 2013, the budget allocated 1.3 billion rubles. It is almost 600 million rubles for the completion, construction of which is confined to the 1150th anniversary of the city of Smolensk: National Archives, a fitness center on Cherniakhovskogo Street, Exhibition and Convention Centre, Puppet Dnieper River embankment, etc.

In addition, 250 million (80 million rubles more than in 2012) will be used for the gasification of the region and 400 million rubles - for the construction or completion of the construction of a number of social objects, including schools in Velizh, sports complex with a swimming pool and a games room in Dorogobuzh, football fields with artificial turf in Safonovo and Yartsevo.

Since 2013 there is a new tax that will go to the budgets of municipal districts. It is a framework introduced in the work to improve the special tax treatment for small business patent tax system. SPEs may apply only individual entrepreneurs. Its essence is to obtain a patent for a certain period, replaces some taxes.
