Before the meeting of the Federal Organizational Committee on preparations and celebration of the 1150th anniversary of Smolensk Deputy Prime Minister of the Russian Federation Dmitry Kozak together with Governor Alexey Ostrovskiy and Minister of Culture Vladimir Medinsky visited the facilities under construction and reconstruction within the program of preparation for the coming anniversary.

Deputy Prime Minister sharply criticized the activities of the general contractor responsible for the reconstruction of the river Dnieper quay. The amount of funds not spent on this facility exceeds 120 million rubles.

Before the meeting of the Federal Organizational Committee on preparations and celebration of the 1150th anniversary of Smolensk Deputy Prime Minister of the Russian Federation Dmitry Kozak together with Governor Alexey Ostrovskiy and Minister of Culture Vladimir Medinsky visited the facilities under construction and reconstruction within the program of preparation for the coming anniversary.

Deputy Prime Minister sharply criticized the activities of the general contractor responsible for the reconstruction of the river Dnieper quay. The amount of funds not spent on this facility exceeds 120 million rubles.

“I request to submit all the archives and documents revealing what, where and why has been stolen and hasn’t been done. It is absolutely obvious that the contract with “Aerotechsroy” was concluded with a fraudulent purpose. It means that not a kopek more must be allocated. Concluding the agreement with a subcontractor doesn’t relieve the general contractor of their obligations. Look into this matter in detail and find everybody who is to blame”, – ordered Deputy Prime Minister.

“In compliance with your orders, Dmitry Nikolaevich, all the law-enforcement authorities of our Federal entity have received the instructions and are collecting the necessary documents for further sanctions”, – said Alexey Ostrovskiy.

After that Deputy Prime Minister went to the Saint Assumption Cathedral. Bishop of Smolensk and Vyazma Panteleimon asked the Governor to solicit for the reallocation of the federal budget funds provided by the plan of 2013 for the restoration of the Avraamiev Coventry and to allocate them for the restoration of the Sobornaya hill architectural ensemble: the stairs, the fence with the breast walls, the consistory (the new building housing the Archive).

Dmitry Kozak supported the collective initiative of the Smolensk Region Administration and the Eparchy and noted that the architectural ensemble of Sobornaya Hill is one of the widely recognized symbols of the city and must be brought into proper condition.

Deputy Prime Minister also visited the reconstruction site of the Smolensk State Academy of Physical Culture, Sport and Tourism. The reconstruction started in May, 2012 and has been carried out in several stages. The first stage, the construction of the Ice Palace seating 1050 spectators, was completed in December, 2012.

The second stage includes the construction of a swimming pool, a track and field arena, a stadium with the stands seating 2000 people and facilities under them, a football pitch with artificial covering and warming and a reserve football pitch with artificial covering.

The construction project also includes fields for the long-distance throwing (javelin, hammer), a roller-skating track, an outdoor sports ground and a tennis court. The construction work is progressing as scheduled and will be completed in the summer of 2013.
