The heads of the executive authorities reported on their work in 2013

The department heads presented their reports at the extended meeting of Smolensk region Administration members and the heads of executive authorities.

As Yuri Sharin noted in his speech, the Department on protection, control and regulation of forestry, wildlife and habitat controls 1987.4 thousand hectares of forest. The payments to the budget system of Russia for using forests exceeded 191 million rubles, for protecting and using wildlife resources - 10 million rubles. These figures exceed the planned ones by 14%. The amount of arrears from the previous years was reduced: the Arbitration Court collected more than 8.5 million rubles, and about 2.4 million rubles were paid voluntarily.

146 illegal cuttings of forest, the damage of which exceeded 35 million rubles, were exposed in the region. This is 36% less than in 2012. The detection of the guilty of committing illegal forest cuttings in 2013 was 98%. 123 criminal cases for violation of forestry laws were initiated, 26 individuals were prosecuted.

Next, Head of Architecture and Construction Department Andrei Medvedev presented his report. He noted that in 2013 the general plans to create conditions and to implement urban development activities were adopted in 83 rural settlements. Some changes were introduced to the territorial planning scheme of Smolensk region. 1,384.4 million rubles were allocated to fund the budget investments in the capital construction projects of state property in Smolensk region in 2013.

Due to the special extra charge to the gas transportation tariffs, the gas distribution companies constructed 58.55 km of high pressure gas pipelines, and designed 15.3 km of gas pipelines for the total of 105 million rubles. 143.9 km of inter-settlement gas pipelines were designed, 144.13 km of gas pipelines for the total of 172.6 million rubles were built. The pre-design work on the 7 gas-supply facilities for the total of 10 million rubles has been started within the gasification program of the Russian regions financed by JSC "Gazprom".

The regional budget funds were allocated to construct 2 kindergartens for 150 children in the village of Ershichi and in the town of Vyazma, to do the capital repairs of the kindergarten in the village of Kapyrevschina in the Yartsevsky district, to pay for the design and estimate documents for 2 kindergartens in Roslavl. The Department is responsible for the construction of 6 kindergartens in Gagarin, Roslavl and the village of Mihnovka in the Smolensk district, the settlement Krasny and Smolensk, which is financed with the federal budget funds received in 2013. The planned amount of funds is 367.2 million rubles.

The regional forecast plan of privatization of the state property of Smolensk region approved for 2013 was carried out. 459 contracts for using the regional assets, including 171 contracts for uncompensated use and 288 leases, were concluded. All this was mentioned in the report of Head of the Property and Land Relations Department Lyudmila Svatkova.

As of January 1, 2014, the rent payables amounted to 2.3 million rubles. There is a court order to recover all the arrears of the rents.

Las year, 199 land lease contracts, 477 land sale agreements were signed. The auctions resulted in 14 lease agreements and land sale agreements for the total of 42.6 million rubles. The legal work to collect rents and penalties for the land use was being actively carried out. Thus, last year 924 claims for the total of 388.58 million rubles were made, 139 court claims to recover the rent and interest for the total of 290.3 million rubles were filed. 58 court decisions for the total of 31.5 million rubles were made and came into effect. 67.9 million rubles were actually received through the enforcement proceedings.

The unclaimed land share (total area of over 326 hectares), which hasn’t been disposed by the owner in any way for more than 3 years, was identified on the territory of the municipalities. About 260 court claims for exemption of the unclaimed land shares have been filed.

At the end of the meeting, Acting Head of the Industry, Transport and Roads Department Gennady Yakovlev presented his report.

He noted that during the year the Department was assisting industrial organizations in receiving support from the federal budget through the entering the federal target programs and industry development strategies, and getting costs subsidies. The total amount of financial assistance provided on all the levels of the budget for the manufacturing sector amounted to 19.3 million rubles.

There has been some reorganization in the road sector. The unitary budget institution "Smolenskavtodor" was set up. The state assignment for the maintenance and repair of the roads of the regional and inter-municipal importance was been completed (2 billion 376 million rubles). 112.7 km of roads were repaired, 4.1 km of roads and structures were built and reconstructed. 82 units of the road equipment for the total of 428.5 million rubles were purchased.

The work on the road network facilities of the regional center was been completed within the preparation and celebration of the 1150th anniversary of the city of Smolensk.

The subsidies provided to municipalities by the local governments to perform road works amounted to more than 1 million 454 thousand rubles. 88.5 km of street roads in 61 municipalities (including 12.2 km in Smolensk), 342.08 thousand square meters of the apartment blocks territories in the cities and towns of Smolensk region were repaired.
