A special institution for keeping foreigners and stateless persons started its work in the region

At the end of his working visit to Duhovschinsky District Governor Alexey Ostrovskiy visited the special institution for keeping foreigners and stateless persons who are subject to administrative expulsion or deportation from the Russian Federation.

In accordance with Subsection 76 Paragraph 2 of Article 26.3 of the Federal Law "On general principles of organization of legislative (representative) and executive bodies of state power of subjects of the Russian Federation" the Department of Smolensk region on monitoring and interacting with the administrative authorities is transferring the buildings for this institution to the Federal Migration Service of Russia.

At the end of his working visit to Duhovschinsky District Governor Alexey Ostrovskiy visited the special institution for keeping foreigners and stateless persons who are subject to administrative expulsion or deportation from the Russian Federation.

In accordance with Subsection 76 Paragraph 2 of Article 26.3 of the Federal Law "On general principles of organization of legislative (representative) and executive bodies of state power of subjects of the Russian Federation" the Department of Smolensk region on monitoring and interacting with the administrative authorities is transferring the buildings for this institution to the Federal Migration Service of Russia.

The special facility for keeping foreigners has been established in the Directorate of Federal Migration Service of Russia in Smolensk region since January 1. Its staff includes 71 people.

Today the process of deportation of illegal migrants from Russia complies with the requirements of the international legal instruments relating to human rights. Previously, such people were kept in special facilities of the Ministry of Internal Affairs of Russia. Now, before the execution of court decisions on administrative expulsion from Russia, foreign citizens who have violated the law are to be kept in specialized facilities. There they are kept till the circumstances of the offenses are found out, and the identification procedures are completed, including making enquiries with the law enforcement authorities in the places of their permanent residence.

Together with the Head of the Federal Migration Service of Smolensk region Nikolai Kalugin the Head of the region inspected more than decent conditions in which the people are kept.

On admission the foreigners and stateless persons go through the compulsory medical check-up and get personal hygiene products. There are three meals a day, shower rooms, a canteen, a gym, medical assistance office and a ground for walks.
